Creo que es una cuestión de rigurosidad, y de cuanto rigor hacía falta en ese informe.

La comisión la hicieron los políticos, así lo que les interesa son las políticas de seguridad que fallaron. El relato técnico es sólo descriptivo, no prioritario.

En el informe decían que no había cobertura de radar suficiente. Y tienen parte de razón. Sí había cobertura radar suficiente, pero por otros radares. El radar asignado a esa zona no la tenía. Así que la comisión tiene parte de razón para decir que había mala cobertura.
Aunque estrictamente no sea correcto.

Es como cuando la comisión dice que las torres cayeron en 9 o 10 segundos. No es correcto, pero es que esos detalles no son de interés para la comisión. Hay cosas que sólo tienen el interés que uno quiera darle, pero que no cambian el relato en absoluto. Sólo añaden detalles que interesa a unos pocos.
